Ukrainian soldier, liaison officer, special rank - Major General of the State Service for Special Communications and Information Protection, PhD in "Military Cybernetics, Control and Communication Systems", Professor, the author of 150 scientific and educational works in the field of special communications, information security and cybersecurity, including more than 20 textbooks and manuals. In 2012-2015 he held the position of Deputy and First Representative of the Head of the State Service for Special Communications and Information Protection of Ukraine. He was awarded the "Excellence in Education of Ukraine", "Honorary Award of the State Special Service".

Dmytro Prokopovych-Tkachenko

Ukrainian soldier, liaison officer, special rank - Colonel of the State Service for Special Communications and Information Protection, PhD in Cryptography and Mathematical Modeling of Cyber Threats. He has significant experience in the field of information security management and practical skills in the implementation of information protection tasks in military confrontation. From December 2013 to June 2014, he has used to serve as Deputy Head of the State Service for Special Communications and Information Protection of Ukraine. Since 2017, he is a Head of the Department of Cybersecurity at the University of Customs and Finance (Dnipro city).

He has 10 years of experience in scientific and pedagogical work, Associate Professor in International Law at the Institute of International Relations Taras Shevchenko National University of Kyiv, held senior positions in government, implemented international technical assistance projects of the European Union, Council of Europe, USAID.

She has got expertize in fighting against cybercrime, financial crime, digital security and literacy, certified cybersecurity instructor. She has 10 years of experience in scientific and pedagogical work, from 2011 to 2020, she used to work as a lecturer in international and comparative law at the National Aviation University (Kyiv), conducts legal practice in the field of international financial law and corporate risk management.

In 2017 – 2021 has contributed to the drafting legislative proposals for the Verkhovna Rada Committee on Law Enforcement on the implementation of the Convention on Cybercrime and the introduction of electronic evidence in criminal proceedings.
