Roundtable “Creating a National Cyber Security Qualification Framework”

On November 29, 2022, the State Service for Special Communications and Information Protection of Ukraine, with the support of the USAID project “Cybersecurity of Critically Important Infrastructure of Ukraine” with the participation of the Ministry of Digital Transformation of Ukraine, the National Security and Defense Council of Ukraine, held an important event for the Ukrainian cyber security community – Round Table “Creating a National Cyber Security Qualification Framework”.

The round table was attended both in person and online by representatives of Ukrainian cyber security subjects, as well as state organizations and law enforcement agencies, national and international expert circles, Ukrainian and foreign institutions of higher education with a plan to discuss the perspective of reforms and further plans for the training of specialists in the field cyber security.

The Ukrainian Academy of Cyber Security was represented at this event by the president Oleksandr Korneyko and the vice-president Andrii Paziuk.

The round table was organized in three such panel discussions:

1. State priorities in the field of cyber security – discussed the importance of human resource development for the successful implementation of the National Cyber Security Strategy, the role of the National Cyber Security Agency and interaction between state bodies to reveal the maximum potential of human resources development in the field of cyber security.

2. National Qualification Framework of Ukraine for Cybersecurity – the following was discussed: approval of the first 6 professional standards and their comparison with international standards, new professions in the National Classifier of Professions and the plan for the development of new standards for 2023, international experience in the implementation of frameworks . qualifications and professional standards in cyber security

3. Education of cheap standards in the field of cyber security – the panel was devoted to the technologies of updating higher education institutions of their own programs, in accordance with new professional standards, what are the professional advantages for employers, professional standards and the qualification framework for cyber security.

The most interesting for the community were the topics that aroused significant interest of the participants: “The concept of building the personnel potential of Ukraine in the field of cyber security”, the implementation of the American Strategic Educational Initiative in the field of cyber security (The NICE Workforce Framework for Cybersecurity, NICE WFC) and the European Qualification Framework (European Cybersecurity ). Skills Framework, ECSF), as well as the issue of adding new cybersecurity professions to the Classifier of Professions DK 003:2010 and the development of national cybersecurity professional standards.

Concepts, international documents and national professional standards on cyber security presented at the round table are taken for elaboration and implementation of guarantees and working groups of bachelor’s and master’s educational programs “Cybersecurity”.
